India has renamed its premier think tank, the Institute for Defence Studies and Analyses (IDSA) after the late former Defence Minister Manohar Parrikar.

"The Government has decided to rename 'The Institute for Defence Studies and Analyses' (IDSA) as 'Manohar Parrikar Institute for Defence Studies and Analyses'. The decision has been taken to honour the commitment and legacy of late Manohar Parrikar. It will align the vision and aspiration of the premier defence Institute with the contribution of the former Raksha Mantri and Padma Bhushan awardee," Ministry of Defence spokesperson A Bharat Bhushan Babu declared in a statement on February 18. Manohar Parrikar was Defence Minister from November 2014 to March 2017.

This follows the renaming of India's Foreign Services Institute and the Pravasi Bharatiya Kendra after the late Sushma Swaraj, India's External Affairs Minister from 2014 to 2019.

As Defence Minister, Parrikar implemented the One Rank One Pension (OROP) regime, which was an emotive demand of India's military community. He also initiated far reaching measures to promote indigenisation of Defence procurements by introducing a new version of the Defence Procurement Procedure (DPP) in 2016 which was a policy incentive to promote the Make in India agenda

As Defence Minister, Parrikar implemented the One Rank One Pension (OROP) regime, which was an emotive demand of India's military community. He also initiated far reaching measures to promote indigenisation of Defence procurements by introducing a new version of the Defence Procurement Procedure (DPP) in 2016 which was a policy incentive to promote the Make in India agenda. New procurement categories like Indian Designed, Developed and Manufactured (IDDM) and reforming the 'Make' categories laid the blueprint for the indigenisation of military equipment. He also introduced the Strategic Partner model to stimulate the emergence of a private sector Defence Industrial complex in India.

Parrikar, who resigned as Defence Minister to return to Goa as Chief Minister in March 2017, also initiated major military reforms to improve the teeth-to-tail ration for enhanced combat capability and rebalancing Defence expenditure. He set up an expert committee under Lt Gen D B Shekatkar (Retd) for this purpose, and many of its recommendations were implemented.

On the operational front, he helmed India's military response to highly provocative cross-border terrorist attacks in Pathankot and Uri. "An epitome of integrity and dedication in public life, throughout his career, late Manohar Parrikar showed a tremendous fighting spirit, taking on the odds with fearlessness," the Ministry of Defence stated. Parrikar died of pancreatic cancer on March 17, 2019 at age 63.

An autonomous body under the Ministry of Defence, the IDSA was set up in New Delhi in 1965 for research and policy inputs on Defence and security issues.
